Description of Department Function
The Department of Capital Projects provides support to other Public Works Departments, including Drainage, Sewerage, Water, Streets and Engineering, by assisting in planning, programming, and managing the engineering and construction of capital improvements. This department assists many Jefferson Parish departments in advertising for professional services, as well as negotiating and preparing professional service contracts. In addition, the department submits applications to various funding sources, such as the Capital Outlay Program, to obtain appropriations for construction of capital improvement projects. Improvement programs, such as the Southeast Louisiana Drainage Program (SELA), the Sewerage Capital Improvement Program (SCIP), and the Road Bond Programs (RBP) are overseen by the department. These programs are managed by private firms hired by Jefferson Parish which report to the director of the Department of Capital Projects.
Description of Programs
Sewerage Capital Improvement Program (SCIP):
SCIP's purpose is to provide improved sewer service to the residents of Jefferson Parish including the upgrade and rehabilitation of existing sewer lines and facilities and the construction and installation of new facilities and sewer lines. SCIP currently consists of over one-hundred twenty (120) sewerage capital improvement projects throughout Jefferson Parish. SCIP projects are funded by local sales tax, federal grants and loans, plant investment fees, and bond issues, with a total program cost in excess of $300,000,000.
All projects currently funded by the 2017 Sewer Bond are expected to be completed by 2026. For a detailed project list with schedules and statuses, please click here.
2017 Road Bond Program – East Bank:
The Road Bond Program – East Bank (RBP-EB) consists of thirty-four (34) roadway, pedestrian/bike path, and bridge related improvement projects located on the East Bank of Jefferson Parish. The RBP-EB projects are funded by local sales tax, federal matching dollars, and bond issues, with a total program cost in excess of $250,000,000.

2017 Road Bond Program – West Bank:
The Road Bond Program – West Bank (RBP-WB) consists of thirty-seven (37) roadway, pedestrian/bike path, and bridge related improvement projects located on the West Bank of Jefferson Parish. The RBP-WB projects are funded by local sales tax, federal matching dollars, and bond issues, with a total program cost in excess of $147,000,000.
